Sift the fondant icing sugar into a bowl, then set aside 2tbsp for later.
Take a quarter of the fondant icing sugar from the bowl and mix with the water to create a smooth, thick paste. Gradually add the rest of the sugar until the mixture has dough-like consistency and formed a ball shape.
Sprinkle the reserved icing sugar onto a surface and knead the icing until smooth.
You can then create beautiful edible decorations by hand or using cutters.
